The “basic” level of services assigned to the owner`s representative is focused on project management, coordination, moderation, supervision and follow-up during the design, purchase and construction phases of a project. For example, Massachusetts law requires all public construction projects over $1.5 million to hire a “proprietary project manager” for a minimum number of services including: AIA publishes a series of CM agent/council documents that treat Councillor Cm as an advisor to the owner during the duration of the project and joint management of the project with the design expert. The standard AIA C132-2009 agreement between the owner and the site manager as a consultant describes the extended level of performance assigned to a CM advisor in accordance with the AIA model documents. As part of the AIA C132-2009 agreement, Cm Advisor makes recommendations to the owner regarding project delivery methods, areas of work and cost estimates. AIA C132-2009, sections 3.2.3, 3.2.4. The CM Advisor provides cost estimation services throughout the project and can advise on construction capacity, material availability, sequencing, the impact of alternative construction methods and other problems. Id., points 3.2.3-3.2.5. The CM can also provide advice on the selection of materials, building systems and equipment and continuously update the project plan and cost estimates. 3.2.7. ii) Appropriate qualified personnel. Since the owner`s representatives are generally responsible for monitoring, monitoring and evaluating all aspects of the project and project team, a winning representative of the owner should have a complete understanding of a wide range of technical, administrative and contractual issues as well as an effective communication style.

The owner`s representative, the project manager, the program manager, the tenant representative and the site manager`s representative/advisor are apparently used interchangeably to refer to the person or company responsible for representing the owner`s interests throughout the project.
